\nmilitancy championed by the Niger Delta Avengers
\n(NDA), have been blamed on the poor
\nimplementation of the Presidential Amnesty
\nProgramme (PAP) and proliferation of Small Arms
\nand Lights Weapons (SALW) in the country.
\nThis was disclosed in Abuja yesterday by the
\nChairman, Presidential Committee on Small Arms
\nand Light Weapons (PRESCOM), Amb. Emmanuel
\nImohe, during the Inter \u2013Ministerial Roundtable on
\nthe ATT in Nigeria organised in collaboration with
\nWest African Action Network on Small Arms and
\nLight Weapons (WAANSA) and Control Arms
\nCoalition.<\/p>\n

Imohe raised the alarm that Nigeria is awash with
\nSALW, stating that the implementation of the
\nAmnesty programme was poorly carried out in that
\nthe militants might have returned knocked out
\nweapons in exchange for funds with which some
\nmight have likely used to purchase more
\nsophisticated arms.
\nHe said that while PAP initiative was a right move,
\nits execution did not align with the spirit and letter
\nof its initiators.
\nHe said: \u201cSomething is wrong with the
\nimplementation of the Amnesty Programme so that
\nthe spirit does not tally with the letter of the
\nprogramme.<\/p>\n

\u201cThere is no congruent in the two and I pray that as
\nthe things stands in the Niger Delta, government
\ndoes not allow the crisis to degenerate further.
\n\u201cAnybody who wants to resolve the security
\nsituations in this country must first of all mop up
\nthe weapons so that these groups does not have
\naccess to them.
\n\u201cThe country is awash with small arms and light
\nweapons. So it is important for us as a country to
\nput up a system that can help mop up the weapons
\nin circulation.\u201d
\nImohe frowned at the poor level of ratification of
\nthe Treaty by African countries despite the fact that
\nthe region is bearing the highest burden of the
\nconsequences of the unregulated trade on arms.
\n\u201cIt is important for us to embrace the ATT and to
\nknow that Africa will be the most beneficial and
\nthat\u2019s why we compelled at the discussion leading
\nto the ATT for the SALW to be included. Small arms
\nis what has been killing our people.
\n\u201cIt is our weapons of mass destruction and that is
\nwhy I said ATT is a significant addition to all the
\nefforts against arms proliferation.\u201d
\nPresently, he said, 130 countries are signatories to
\nthe Treaty, out of which 86 countries have ratified
\nincluding 18 from Africa with 16 signatories.<\/p>\n
