The Peoples Democratic Party and the All Progressives Congress on Sunday disagreed on the outcome of the mock testing of the card readers conducted on Saturday by the Independent National Electoral Commission.<\/p>\n
The PDP, in a statement by its National Publicity Secretary,\u00a0\u00a0 Olisa Metuh , said it had noted a series of complaints by Nigerians regarding\u00a0\u00a0 lapses experienced during the exercise.<\/p>\n
It\u00a0\u00a0 therefore challenged on\u00a0\u00a0 the commission\u00a0\u00a0 to tell the public the outcome of the testing<\/p>\n
The party claimed that\u00a0\u00a0 the\u00a0\u00a0 fall-out of the test \u201cvindicates earlier widespread calls by stakeholders that the card readers should be thoroughly tested to ascertain their workability\u00a0\u00a0 before\u00a0\u00a0 the general elections. \u201c<\/p>\n
The PDP expressed worry over the alleged\u00a0\u00a0 lapses which it said included but \u201cnot limited to non-verification of voters\u2019 fingerprints even after authenticating their PVCs, slow accreditation process as a result of poor internet server operations in some locations, and apparent inadequate knowledge of the card readers by both INEC officials and voters.\u201d<\/p>\n
It added that \u201cOur response to the emerging problems and challenges from Saturday\u2019s<\/p>\n
testing of the card reader is \u2018RES IPSA LOQUITOR\u2019- the fact speak for<\/p>\n
itself. The PDP and indeed all well-meaning Nigerians await INEC\u2019s official response and or its final decision after such defining challenges.\u201d<\/p>\n
But APC\u2019s\u00a0\u00a0 National Woman Leader,\u00a0\u00a0 Ramatu Aliyu, said the party was satisfied by the outcome of the test and was therefore still in support of\u00a0\u00a0 the use of the card readers for the general elections.<\/p>\n
\u201cOn the March 28 date for the elections we stand. We stand for the use of card readers because they will guarantee one man, one vote,\u201d she said.<\/p>\n
Earlier, the APC\u00a0\u00a0 and PDP caucuses in the House of Representatives maintained their differing positions on the use of\u00a0\u00a0 the card readers\u00a0\u00a0 for the polls.<\/p>\n
While the PDP caucus members warned that the Independent National Electoral Commission was\u00a0\u00a0 taking a \u201chuge gamble\u201d by insisting on the use of the card readers, its APC counterpart, argued that they(card readers) would go a long way in eliminating rigging during the polls.<\/p>\n
The Deputy House Majority Leader,\u00a0\u00a0 Leo Ogor, spoke for the PDP caucus and the Chairman, House Committee on Justice,\u00a0\u00a0 Ali Ahmad,\u00a0\u00a0 for the APC caucus.<\/p>\n
Ogor told The PUNCH that his colleagues in the\u00a0\u00a0 still believed that\u00a0\u00a0 the card readers\u00a0\u00a0 would lead\u00a0\u00a0 to the disenfranchisement of many eligible voters on the days of the elections.<\/p>\n
He pointed out that the result of denying people the right to vote was usually \u201canarchy.\u201d<\/p>\n
Ogor stated that no nation introduces \u201cinnovations\u201d into its electoral process at the point of voting, adding that new technologies ought to have been applied and certified okay long before the actual casting of ballots.<\/p>\n
He said, \u201cInnovations are good but you don\u2019t introduce them when the elections are in the corner.<\/p>\n
\u201cIt is not just the testing; it is the ability to make sure that the system is perfect and won\u2019t fail that matters.<\/p>\n
\u201cAssuming we run into problems during voting, what happens? INEC probably will not be there with back-up machines for card readers.<\/p>\n
\u201cAre you going to shift elections in one particular polling unit? What happens when you have a total breakdown in the system?<\/p>\n
\u201cWhat we don\u2019t want is a state of anarchy where everybody will be complaining and it will become an embarrassment to the whole nation.\u201d<\/p>\n
He also faulted the technology on point of law, arguing that using it would run foul of the Electoral Act, 2010.<\/p>\n
According to Ogor, Section 49 of the Act spells out the procedure for accrediting voters, which \u201cdoes not provide for the use of any card reader.<\/p>\n
He noted that the extant law only provided that the presiding officer \u201cshall\u201d accredit a voter for voting on presentation of his voters card upon identifying his name in the register of voters.<\/p>\n
The lawmaker added.\u201dSo, you will see that this law doesn\u2019t accommodate or envisage any card reader.<\/p>\n
\u201cIf we continue to progress in error thinking that we are on the right path, in the end, the result will be anarchy, especially when many realise that they have been disenfranchised.<\/p>\n
\u201cThe technology introduced in respect of this is innovative like I said. But, it runs foul of the law.\u201d<\/p>\n
But, Ahmad,disapproved of the position taken by his PDP colleagues, saying\u00a0\u00a0 any view opposing the use of card readers at \u201cthis time is baseless.\u201d<\/p>\n
He argued that there was no point conducting the elections if the card readers would not be used.<\/p>\n
\u201cIf there is no card reader, there should be no elections. They should just go ahead and declare the PDP as the winner,\u201d the lawmaker added.<\/p>\n
Investigation by The PUNCH<\/em>\u00a0\u00a0 in Abuja however revealed that\u00a0\u00a0 the Federal Government had no plan to stop the use of the card readers.<\/p>\n A top government official, who\u00a0\u00a0 asked not to be named, told one of our correspondents in Abuja\u00a0\u00a0 that those who had been moving against the use of the device were not speaking the mind of President Goodluck Jonathan.<\/p>\n The official said as far as the government was concerned, the use of the card readers was in accordance with the Electoral Act.<\/p>\n He said the legal advice before the President was that the Act mandates presiding officers at different polling booths to verify the voter cards presented by\u00a0\u00a0 intending voters and ensure that their names were in the voter register.<\/p>\n The official said, \u201cThe Electoral Act empowers a presiding officer to verify and ascertain that the name of whoever presented his or herself for voting is in the voter register.
