{"id":22891,"date":"2019-08-29T06:20:45","date_gmt":"2019-08-29T06:20:45","guid":{"rendered":"http:\/\/newsroom247.com.ng\/?p=22891"},"modified":"2019-08-29T06:20:45","modified_gmt":"2019-08-29T06:20:45","slug":"quota-system-has-failed-confab-calls-for-a-review-centre-lsd-report","status":"publish","type":"post","link":"http:\/\/newsroom247.com.ng\/?p=22891","title":{"rendered":"Quota System has Failed, Confab Calls for a Review &#8211; Centre LSD Report"},"content":{"rendered":"<p><iframe loading=\"lazy\" src=\"https:\/\/www.alternativeadvert.com\/show.php?z=30&amp;pl=19206&amp;ad_type=81&amp;rl=1800\" width=\"336\" height=\"280\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><b><span lang=\"UZ-CYR\">Call\u00a0<\/span><\/b><b><span lang=\"YO\">t<\/span><\/b><b><span lang=\"UZ-CYR\">o action at a<\/span><\/b><b><span lang=\"UZ-CYR\">\u00a0<\/span><\/b><b><span lang=\"YO\">one-day National Conference on exploring the effectiveness of quota system policies in higher education in Nigeria, held Thursday, August 8, 2019 at the Nicon Luxury Hotel<\/span><\/b><b><span lang=\"UZ-CYR\">,\u00a0<\/span><\/b><b><span lang=\"YO\">Abuja, organised by the African Centre for Leadership, Strategy and Development (Centre<\/span><\/b><b><span lang=\"YO\">\u00a0<\/span><\/b><b><span lang=\"YO\">LSD) with support from the Ford Foundation<\/span><\/b><b>.<\/b><\/p>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><b>\u00a0<\/b><\/p>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><b><u>\u00a0<\/u><\/b><b><u><span lang=\"UZ-CYR\">Preamble<\/span><\/u><\/b><\/p>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><span lang=\"YO\">Quota system is universal and used in several countries around the world including India, South Africa, Kenya, USA and Uganda<\/span><span lang=\"UZ-CYR\">.<\/span><span lang=\"UZ-CYR\">\u00a0<\/span><span lang=\"UZ-CYR\">I<\/span><span lang=\"YO\">n many of the countries, the system is transitional. However, in Nigeria, the quota system has no exit date or strategy.<\/span><span lang=\"YO\">\u00a0<\/span><span lang=\"YO\">Despite\u00a0<\/span><span lang=\"UZ-CYR\">this<\/span><span lang=\"YO\">, the quota system policy in Nigeria has achieved some good outcomes in regional distribution of educational opportunities a<\/span><span lang=\"UZ-CYR\">nd\u00a0<\/span><span lang=\"YO\">guarantee<\/span><span lang=\"UZ-CYR\">d<\/span><span lang=\"YO\">\u00a0diversity\u00a0<\/span><span lang=\"UZ-CYR\">i<\/span><span lang=\"YO\">n Nigerian public university campuses helping to foster cohesion and national unity<\/span><span lang=\"UZ-CYR\">.<\/span><\/p>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><span lang=\"UZ-CYR\">\u00a0<\/span><\/p>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><span lang=\"UZ-CYR\">Participants however observed that the policy has not succeeded for some reasons including;<\/span><\/p>\n<ul>\n<li><span lang=\"YO\">\u00a0<\/span>One of the reasons the quota system has not succeeded as expected is the inability of the primary and secondary schools to produce the right quality of students to feed the higher education system. Data presented showed that in many of the educationally disadvtanged states, there were less than 20% of students sitting for WAEC exams passing with a minimum of five credits thereby making majority of students ineligible to gain university admission.<\/li>\n<li>The carrying capacity of Universities in Nigeria is one of the major hindrances to higher educational attainment. Despite the rapid increase in\u00a0<span lang=\"UZ-CYR\">the\u00a0<\/span><span lang=\"YO\">number of universities in Nigeria over time, the number of students seeking admission gr<\/span><span lang=\"UZ-CYR\">e<\/span><span lang=\"YO\">w at a faster pace than the spaces available in Nigerian universities. This has created intense pressure on the system\u00a0<\/span><span lang=\"UZ-CYR\">with an increased\u00a0<\/span><span lang=\"YO\">yearly pool of qualified candidates who are unable to gain admissions into universities because the spaces just simply do<\/span><span lang=\"YO\">\u00a0<\/span><span lang=\"YO\">n<\/span><span lang=\"UZ-CYR\">o<\/span><span lang=\"YO\">t exist.<\/span><\/li>\n<li>Data presented at the conference showed that decisions to apply to a university\u00a0<span lang=\"UZ-CYR\">are<\/span><span lang=\"YO\">\u00a0largely driven by economic resources, proximity to home, availability of\u00a0 course of study, and ease of admission rather than knowledge of catchment areas or quota system<\/span><\/li>\n<li>The current quota system is<span lang=\"YO\">\u00a0<\/span><span lang=\"YO\">n<\/span><span lang=\"UZ-CYR\">o<\/span><span lang=\"YO\">t inclusive enough as it only distinguishes between educationally disadvantaged and advantaged states without taking into consideration other vulnerable and disadvantaged groups including people with disabilities amongst others<\/span><\/li>\n<\/ul>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><span lang=\"YO\">\u00a0<\/span><\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.alternativeadvert.com\/show.php?z=30&amp;pl=19206&amp;ad_type=81&amp;rl=1800\" width=\"336\" height=\"280\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<h2><u><span lang=\"YO\">Recommendations<\/span><\/u><\/h2>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><span lang=\"YO\">At the end of the conference, participants agreed to the following recommendations:<\/span><\/p>\n<ul>\n<li>Participants agreed that the current quota system as it is currently consituted has not delivered the expected outcomes, therefore, there is a need to revisit and review the policy and its implementation in terms of geographical coverage and target demographic groups.<\/li>\n<li>\u00a0<span lang=\"YO\">In view of advances in technology and innovation which has significantly shifted the disciplines that drive development, the policy of 60:40 ratio for science and arts courses in terms of admission should be reviewed to reflect current trends.<\/span><\/li>\n<li>\u00a0<span lang=\"YO\">Governments at all levels, federal, state and local governments, should invest in the development and delivery of high quality primary and secondary education, through enforcement of the universal basic education program, as a means to creating a stronger feeder system to connect young people to higher education and bring to effect the intended gains of the quota system.<\/span><\/li>\n<li>Uniform and competitive entry criteria should be enforced for all candidates to replace the quota system applied to the educationally less developed states, in addition to supporting catchment area criteria, both of which can be accommodated under a uniform admission system.<\/li>\n<li>\u00a0<span lang=\"YO\">Government should make necessary investments to improve the welfare and quality of teachers,\u00a0<\/span><span lang=\"UZ-CYR\">by insisting and ensuring\u00a0<\/span><span lang=\"YO\">regular capacity building for teachers.<\/span><\/li>\n<li>The conference recommends that Government at Federal and State levels look into strategies and opportunities to increase the carrying capacity of existing institutions<\/li>\n<li>To reduce the pressure on tertiary insttitutions, secondary school curriculum should be overhauled and restructured by promoting and investing in technical education as an alternative pathway to educational aspirations.<\/li>\n<li>Government should promote an inclusive education quota policy that integrates minority groups including persons with disabilities as well as implement necessary reforms to ensure ease of access to university education for all groups.<\/li>\n<\/ul>\n<h1><u><span lang=\"YO\">Conclusion<\/span><\/u><\/h1>\n<p class=\"m_-4723736065506804464gmail-Normal1\"><span lang=\"YO\">The conference concluded that the current educational realities in Nigeria showed that the quota system in education has<\/span><span lang=\"YO\">\u00a0<\/span><span lang=\"YO\">n<\/span><span lang=\"UZ-CYR\">o<\/span><span lang=\"YO\">t\u00a0 delivered as expected<\/span><span lang=\"UZ-CYR\">.<\/span><span lang=\"UZ-CYR\">\u00a0<\/span><span lang=\"UZ-CYR\">The need to<\/span><span lang=\"YO\">\u00a0urgently review<\/span><span lang=\"UZ-CYR\">\u00a0it<\/span><span lang=\"YO\">\u00a0to accomodate all the recommendations outlined above<\/span><span lang=\"UZ-CYR\">\u00a0is key<\/span><span lang=\"YO\">.<\/span><span lang=\"UZ-CYR\">\u00a0The<\/span><span lang=\"YO\">\u00a0National Assembly\u00a0<\/span><span lang=\"UZ-CYR\">therefore need\u00a0<\/span><span lang=\"YO\">to immediately commence the process of organising public hearing on the quota system policy with a view to harvesting stakeholders<\/span><span lang=\"UZ-CYR\">\u2019<\/span><span lang=\"YO\">\u00a0opinion and research findings to inform\u00a0<\/span><span lang=\"UZ-CYR\">the<\/span><span lang=\"YO\">review.<\/span><span lang=\"YO\">\u00a0<\/span><span lang=\"YO\">State Governments\u00a0<\/span><span lang=\"UZ-CYR\">need to be part of the process by<\/span><span lang=\"YO\">\u00a0develop<\/span><span lang=\"UZ-CYR\">ing<\/span><span lang=\"YO\">\u00a0a robust package of initiatives aimed at improving the quality of primary and secondary education,\u00a0<\/span><span lang=\"UZ-CYR\">including<\/span><span lang=\"YO\">investment in recruit<\/span><span lang=\"UZ-CYR\">ment<\/span><span lang=\"YO\">, training and retraining of teachers, development and provision of adequate teaching aids, removal of hidden fees to ensure those who cannot afford have access to school, books and laboratory equipment a<\/span><span lang=\"UZ-CYR\">nd\u00a0<\/span><span lang=\"YO\">priorit<\/span><span lang=\"UZ-CYR\">ize<\/span><span lang=\"YO\">\u00a0prompt payment of teachers salary.<\/span><\/p>\n<p><iframe loading=\"lazy\"
