The Deputy Governor of Delta State, Kingsley Otuaro, <\/span><\/div>\n
has said no amount of force or deployment of Nigerian<\/span><\/div>\n<\/div>\n
\n
military would best secure oil and gas installations in<\/span><\/div>\n<\/div>\n
\n
the Niger Delta region other than the direct involvement<\/span><\/div>\n<\/div>\n
\n
of host communities where such facilities are located.<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
Otuaro, who doubled as the Chairman of the Advocacy<\/span><\/div>\n<\/div>\n
\n
Committee Against Vandalism of Oil and Gas Facilities,<\/span><\/div>\n<\/div>\n
\n
stated this in a communiqu\u00e9 issued at the end of a<\/span><\/div>\n<\/div>\n
\n
two-day conference on securing oil and gas<\/span><\/div>\n<\/div>\n
\n
installations in the state.<\/span><\/div>\n<\/div>\n
\n
He stated that it would be more enduring when<\/span><\/div>\n<\/div>\n
\n
communities where such facilities are located were<\/span><\/div>\n<\/div>\n
\n
directly consulted to secure them rather than leaving<\/span><\/div>\n<\/div>\n
\n
them to security operatives who may not be conversant<\/span><\/div>\n<\/div>\n
\n
with the terrain.<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
He said, \u201cThe conference is of the firm belief that no<\/span><\/div>\n<\/div>\n
\n
amount of force and deployment of Nigeria\u2019s<\/span><\/div>\n<\/div>\n
\n
instruments of coercion can, for example, fully secure<\/span><\/div>\n<\/div>\n
\n
oil and gas facilities as much as host communities<\/span><\/div>\n<\/div>\n
\n
would do. In this connection, therefore, the conference<\/span><\/div>\n<\/div>\n
\n
is of the belief that oil companies should involve host<\/span><\/div>\n<\/div>\n
\n
communities in securing the pipelines and other<\/span><\/div>\n<\/div>\n
\n
installations in their territories.<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
\u201cEmphasis is on working together to overcome a<\/span><\/div>\n<\/div>\n
\n
problem. Government should also ensure that oil<\/span><\/div>\n<\/div>\n
\n
companies comply with the best practices, both in their<\/span><\/div>\n<\/div>\n
\n
relationship with communities and in the technical<\/span><\/div>\n<\/div>\n
\n
standards of their operations.<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
\u201cThe conference is of the firm view that oil and gas<\/span><\/div>\n<\/div>\n
\n
facilities will be better secured when communities are<\/span><\/div>\n<\/div>\n
\n
treated as partners in the oil industry, so that they can<\/span><\/div>\n<\/div>\n
\n
see their individuals and collective destinies as being<\/span><\/div>\n<\/div>\n
\n
tied to the overall success of oil industry, which they<\/span><\/div>\n<\/div>\n
\n
must protect vigorously.\u201d<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
The committee also called for the abrogation of all<\/span><\/div>\n<\/div>\n
\n
obnoxious oil and gas laws which confer total<\/span><\/div>\n<\/div>\n
\n
monopoly of ownership of oil and gas on the Federal<\/span><\/div>\n<\/div>\n
\n
Government to the exclusion of host communities<\/span><\/div>\n<\/div>\n
\n
where the oil is being extracted.<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
Otuaro, in the communiqu\u00e9, observed that the laws, had<\/span><\/div>\n<\/div>\n
\n
over the years, created strain between oil companies<\/span><\/div>\n<\/div>\n
\n
and their hosts, stressing that such laws completely<\/span><\/div>\n<\/div>\n
\n
alienated host communities from being part owners of<\/span><\/div>\n<\/div>\n
\n
the commodities discovered in their land.<\/span><\/div>\n
<\/div>\n<\/div>\n
\n
It particularly frowned on oil and gas laws, including<\/span><\/div>\n<\/div>\n
\n
Oil Pipeline Act of 1959, Oil Terminal Dues Act of 1965,<\/span><\/div>\n<\/div>\n
\n
Petroleum Act of 1963, Land Use Act 1978, Associated<\/span><\/div>\n<\/div>\n
\n
Gas Reinjection Act 1979 and the Land (Title Vesting)<\/span><\/div>\n<\/div>\n
\n
