{"id":13514,"date":"2017-02-28T15:35:57","date_gmt":"2017-02-28T15:35:57","guid":{"rendered":"http:\/\/newsroom247.com.ng\/?p=13514"},"modified":"2017-02-28T15:35:57","modified_gmt":"2017-02-28T15:35:57","slug":"un-wants-lagos-to-discard-new-environment-bill","status":"publish","type":"post","link":"http:\/\/newsroom247.com.ng\/?p=13514","title":{"rendered":"UN Wants Lagos to Discard New Environment Bill"},"content":{"rendered":"<p><code><script async src=\"\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js\"><\/script><br \/>\n<!-- www.deltanewsroom.com --><br \/>\n<ins class=\"adsbygoogle\" style=\"display: block;\" data-ad-client=\"ca-pub-2163942495525027\" data-ad-slot=\"1411897411\" data-ad-format=\"auto\"><\/ins><br \/>\n<script>\n(adsbygoogle = window.adsbygoogle || []).push({});\n<\/script><\/code><\/p>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15470\">The United Nations expert on the human rights to water and sanitation raises serious concerns about a recent Bill in Lagos that criminalizes abstraction of water from natural sources.<\/div>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15579\">The Special Rapporteur on the human rights to water and sanitation, L\u00e9o Heller, says: \u201cWhen the State fails to provide adequate access to drinking water, no one should be criminalized or fined for fetching water from lakes, rivers, or any other natural sources.\u201d<\/div>\n<p><code><iframe loading=\"lazy\" src=\"https:\/\/www.alternativeadvert.com\/show.php?z=30&amp;pl=12528&amp;ad_type=59&amp;rl=180\" width=\"300\" height=\"250\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/code><\/p>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15580\">The comment from the UN expert comes after the Lagos State House of Assembly passed the Lagos Environment Bill on 20 February 2017. The Bill includes specific provisions that criminalise the abstraction of water from natural sources if conducted without the approval from the authorities.<\/div>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15578\">Mr. Heller said: \u201cThe Government is taking a step too far by imposing fines of the equivalent of USD 310 on ordinary individuals fetching water for survival, when the minimum wage stands at approximately USD 60.\u201d<\/div>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15591\">\u201cLegal measures by the Government to regulate access to water are an important step to ensure that drinking water is safe,\u201d said Mr. Heller. However, when only 10 per cent of the population are connected to piped networks and the rest of the population rely on natural water sources for drinking water, a blanket prohibition of accessing natural water sources is not the way forward,\u201d he stressed.<\/div>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15574\">Mr. Heller is urging the Government to reconsider the Bill and to conduct a proper and meaningful public consultation with all relevant stakeholders providing an adequate time for comments and opinions.<\/div>\n<div id=\"m_-5885505445415670107yui_3_16_0_1_1488203334239_15566\">Mr. Heller has recently communicated about this matter to the Government. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council\u2019s independent fact-finding and monitoring mechanisms that address either specific country situations or thematic issues in all parts of the world. Special Procedures\u2019 experts work on a voluntary basis; they are not UN staff and do not receive a salary for their work.
